Insurance Journal · 2024The agent prepares the renewal: it confirms the facts on file with the client, requests the documents the carrier will ask for, and assembles the comparison from appointed carriers and published rates.
It chases what is missing once, keeps every version of the information, and hands the file to a licensed person with the gaps named.
It never recommends a policy, never binds cover, never takes a payment, and never answers a coverage question with an opinion.

Ellison & Rook, a commercial brokerage
Email and portal · 08:30
A brokerage renewing a small property portfolio. The agent prepares the file for a licensed adviser. Every message is simulated; no real client data is used.
Ellison & Rook's renewal assistant. I can gather the information for your renewal and prepare a comparison for your adviser. I can't advise on cover or bind anything.
The agent prepares the file. A licensed person advises and binds.
Comparisons use the carriers the agency is appointed with and their published terms, each with a source.
Renewal questions go to the insured; an unanswered question blocks the file rather than being filled in.
Advice, cover decisions and binding belong to a licensed person, recorded by name and time.
Pause for a line of business, an adviser or the whole agency; renewals fall back to the adviser's list.
Without your approval · No recommendation, no coverage opinion, no binding, no payment — and the client's own answers, recorded as theirs.
Three documented cases with their sources. Each is why the agent cannot answer for the client, cannot imply cover, or cannot steer a recommendation.
The FCA found that a broker misled a client by saying he had arranged insurance when no cover had been put in place, while retaining the premiums. He was fined and banned.
The agent never states that cover exists. It records what a licensed person bound, when, and with which insurer — and nothing else counts as confirmation.

premiums retained without cover in place
The court recounted allegations that a broker completed renewal applications without the property owner's input and answered "no" to a question about non-family occupants. After a fire, the insurer denied the claim for material misrepresentation. The decision addressed third-party claims, not a final finding of liability.
Every renewal answer is recorded as the client's, with a timestamp. The agent cannot answer a question on their behalf, and an unanswered question stops the submission.
Claim denied
alleged material misrepresentation after a fire
Connecticut's attorney general announced a $2.4 million settlement resolving allegations that Marsh rigged bids and steered customers toward insurers paying undisclosed kickbacks, with the state alleging premiums included the kickback costs. It was a civil settlement, not a trial finding.
The comparison shows every carrier the agency is appointed with, and commissions are disclosed. The agent ranks nothing and recommends nothing, so there is no steering to audit.

No. It prepares the comparison from appointed carriers. A licensed person makes the recommendation and records it.
No. Binding and payments are a licensed person's actions. The agent records who bound the cover and when.

Disclosed in the comparison. The agent ranks nothing, so there is no steering incentive built into the output.
Coverage opinions and claim decisions go to a person. The agent can take the first notification and route it the same hour.
